Automatic Advancement Scheme (AAS) – Comprehensive Guide for AP Employees
1. Introduction
The Automatic Advancement Scheme (AAS) provides financial advancement to employees who continue in the same post for specified periods because regular promotion is not available or cannot be obtained. It was originally introduced with effect from 01.04.1981 under G.O.Ms.No.117, Finance & Planning (FW.PRC.I) Department, dated 25.05.1981, and has been revised under each successive Revised Pay Scales (RPS).
AAS is a financial advancement scheme. Grant of a Special Grade Scale (SGS/SGP), Special Promotion Post scale (SPP) or Special Adhoc Promotion Post scale (SAPP), or any corresponding AAS benefit, does not by itself amount to appointment or promotion to the higher post, and does not confer the higher duties and responsibilities of that post.
Eligibility in an individual case is governed by the applicable Government Orders, the relevant Service Rules and the subsequent Government clarifications in force on the material date.

15. Important note
AAS sanction in an individual case must be based on the Government Orders, Service Rules, category-specific orders and clarifications applicable on the relevant date. Where a later Government Order or clarification modifies an earlier provision, the later order shall prevail. The original Government Orders and authenticated departmental proceedings should therefore be consulted before issuing final sanction proceedings.
