Budget = Estimated Receipts + Estimated Expenditure
  • Financial planning instrument
  • Legislative control over expenditure
  • Resource allocation mechanism
  • Expenditure control mechanism
  • Basis for monitoring financial and physical performance
  • Tool for identifying priorities and liabilities
Important: Budget provision by itself does not constitute authority to incur expenditure. Expenditure must also satisfy the applicable sanction, delegation, budget release and other financial/procedural requirements.

Expenditure should be kept within the amount authorized and released under applicable budgetary and financial controls.
