1

Introduction

Tour

Travelling Allowance compensates eligible Government employees for authorised journeys performed in public service. Admissibility depends on the purpose of travel, the employee's classification, the sanctioned mode, the controlling authority and the rules in force on the journey date.

The A.P. Civil Services (Travelling Allowance) Rules, 1996 were issued in G.O.Ms.No.226, Finance & Planning (FW:TA), dated 21-09-1996. G.O.Ms.No.101 revises specified rate schedules in the RPS-2022 context while retaining the earlier rules and connected orders except where modified.

2

Definitions and governing concepts

Tour
  • Headquarters: the station fixed for the employee's duty; the competent authority determines it where doubt arises.
  • Tour: an authorised absence from headquarters on duty, distinguished from a transfer journey.
  • Transfer: movement from one headquarters to another in public interest or under an authorised posting order.
  • Family, personal effects, public conveyance, road mileage and daily allowance are governed by the definitions and conditions in the Rules.
  • A journey must be necessary, authorised and performed by the admissible route and mode; personal convenience does not enlarge entitlement.
3

Controlling Officer and countersignature

Claims & audit
  • Scrutinise the necessity, duration, route and frequency of journeys and ensure that touring is not more extensive than public service requires.
  • Check that the employee claims the allowance of the prescribed class and does not profit from travelling allowance.
  • Disallow avoidable halts, unnecessary return journeys, excessive mileage or a route chosen for private convenience.
  • Verify tour approval, attendance, journey particulars, tickets or receipts, certificates, advance adjustment and budget availability before countersignature.
  • Record or obtain reasons whenever a higher-cost mode or a deviation from the normal route is permitted.
4

Types of Travelling Allowance

Tour
  • Daily Allowance for authorised absence on tour.
  • Mileage allowance for an admissible journey by an eligible own conveyance.
  • Actual or entitled fare for journeys by rail, road, air, steamer or boat, subject to sanction and rules.
  • Fixed Travelling Allowance for eligible posts with regular touring duties.
  • Transfer TA, including admissible family travel and transport of personal effects.
  • TA for training, examinations, court or enquiry attendance, retirement, death-in-service movement and LTC, subject to their separate conditions.
5

  • G.O.Ms.No.101 adds specified eligible posts to the FTA schedule; the post held and touring requirement must be verified from the order and departmental records.
  • For travel beyond the Revenue Division, regular TA/DA and mileage are admissible instead of FTA for that journey.
  • Maintain the prescribed tour journal or diary and certificate. The detailed notes state a 25% reduction when a Government vehicle is provided; verify current applicability before recovery.

Historical

HISTORICAL / VERIFY BEFORE USE

These conditions or figures come from the detailed earlier notes. Confirm the current order and entitlement before using them.

Rules 23 and 24 address road journeys and use of an own conveyance. The detailed notes include older road-mileage and conveyance provisions; those figures are historical unless replaced by the current G.O.Ms.No.101 mileage schedule shown above.

  • Use the shortest practicable route unless a deviation is authorised and explained.
  • Record the places, dates, times, distance and mode actually used.
  • Do not combine incompatible fare, mileage and DA claims for the same journey segment.
10

Journey by railway

Historical

HISTORICAL / VERIFY BEFORE USE

These conditions or figures come from the detailed earlier notes. Confirm the current order and entitlement before using them.

Rule 27 and the detailed notes describe railway entitlement by employee classification. Class thresholds and incidental allowances in the older notes must be checked against orders applicable on the journey date before a claim is admitted.

  • Claim the entitled class and actual journey performed.
  • Attach or retain tickets and supporting evidence where prescribed.
  • Any use of a higher class requires the competent sanction and must not automatically increase admissibility.
11

Journey by air

Historical

HISTORICAL / VERIFY BEFORE USE

These conditions or figures come from the detailed earlier notes. Confirm the current order and entitlement before using them.

Air travel is not a general entitlement merely because it is convenient. The detailed source notes contain classification and approval provisions from earlier orders; eligibility, route, carrier and sanction must be verified under the instructions in force on the travel date.

12

Transfer journey

Transfer

Rules 55–71 cover transfer journeys. The source material addresses the employee's journey, eligible family members, travel from old to new headquarters, personal effects and the disturbance or lump-sum element.

  • The transfer must be supported by the posting/transfer order and relieving and joining particulars.
  • Family travel and transport claims require relationship, journey and expenditure particulars.
  • A transfer requested for personal reasons may attract different treatment; the sanction order and applicable rule must be checked.
  • Older packing, personal-effects and disturbance figures in the notes are historical and are not presented as current ceilings.
13

Transport of personal effects

Transfer

The source rules provide for transport of admissible personal effects during an eligible transfer journey, subject to classification, distance, mode, actual movement and supporting evidence.

  • Record weight or quantity, origin, destination, carrier and actual expenditure.
  • Retain receipts and ensure the claim does not exceed the admissible entitlement.
  • Use current authorised rates; historical kilogram, kilometre, packing and loading figures in the notes require verification.
14

Training

Tour

The detailed notes treat training up to 90 days as tour and training beyond 90 days as transfer for TA purposes. They also describe reduced or full DA depending on whether boarding and lodging are provided.

  • Verify nomination, training period, venue, accommodation and boarding arrangements.
  • Apply the source rule appropriate to the full training period; do not split the period merely to improve entitlement.
  • Confirm the current applicability of the 90-day treatment and DA fractions before settlement.
15

Departmental examinations

Tour

The detailed notes state that TA may be allowed for an obligatory departmental examination for no more than two attempts and that DA is not admissible. Verify the examination requirement, attempt count and current governing instruction.

16

Court and enquiry attendance

Tour

Attendance before a court or enquiry on official duty is treated in the detailed notes as a tour, supported by an attendance certificate. The summons, official-duty connection, dates and any amount paid by the court or authority must be disclosed.

Verify current applicability and obtain the death, family, journey and expenditure records.

LTC

HISTORICAL / VERIFY BEFORE USE

  • Check eligible family members, spouse employment and whether any member has already used the concession for the block.
